DESCRIPTION:This panel aims to develop a comparative perspective on dynamic
 s of inclusion and marginalisation associated with infrastructure-mediated 
 development in Southeast Asia. Historically, a diverse range of development
  models have been in operation across the region, and the legacy of these m
 odels continues to be felt in complex ways in the present. More recently, b
 oth the regional body, the Association of Southeast Asian Nations (ASEAN) a
 nd member states have committed themselves to common global development goa
 ls, including the adoption of sustainable and inclusive development strateg
 ies. However, according to a 2018 UNESCAP report, progress towards meeting 
 these development challenges has been profoundly uneven. Despite having mad
 e significant progress in “industry, innovation and infrastructure” develop
 ment, the report noted that Southeast Asia is the only subregion within Asi
 a Pacific with widening inequalities, and, alarmingly, shows less progress 
 in the development of “peace, justice, and strong institutions”.     \n\nOu
 r panel take this divergence from commonly-held policy objectives as our po
 int of departure. Our individual papers detail research focused on the soci
 ality of infrastructure-mediated development, which foregrounds the dialect
 ics of inclusion and exclusion in each case. Our case studies engage divers
 e national and regional policy visions for inclusive development: the ASEAN
  ICT Masterplan (AIM2020), Korean ODA’s projects on rural development in My
 anmar, urban planning in Thailand, financialisation in Lao PDR, digital inc
 lusion among the indigenous communities in Malaysia and ethnic language acc
 essibility in Vietnam. \n\nOur research engages with diverse infrastructure
 s conceptualised as material forms through which objects, ideas, finance an
 d people circulate. Infrastructures are bound up with discourses of develop
 ment and rhetorics of progress and are shaped by and in turn influence netw
 orks of power at local, national and global scales. Our research examines t
 he infrastructures of smart urbanisation (Thailand), communication (Malaysi
 a and Vietnam), finance (Lao PDR) and development aid (Myanmar). Across our
  case studies we aim to illustrate how the contingent processes of infrastr
 uctural development projects, and the differentially distributed opportunit
 ies for participation they imply create opportunities for social actors to 
 challenge and subvert dominant development discourses. Finally, we propose 
 how these social assemblages of regional ICT policy, ethically oriented dev
 elopment projects (Myanmar), smart urbanisation (Thailand), digital payment
  (Lao PDR), digital inclusion (Malaysia) and digitised ethnic scripts (Viet
 nam) offer an empirically grounded reconsideration of the discrepancy betwe
 en state aspirations for national and global integration, and collective im
 agination of socio-economic equality and inclusive society.
